300 B$ per year to developing countries to fight climate change

Before it was 100 B$ per year. They wanted 1300 B$ per year. It ended with 300 B$ per year.
In principle I think it makes sense that rick countries help poor countries fight climate change. Good neighbors.
But I also believe there are some things that need to be in order to receive those money:
- the countries must have a plan and be executing on that plat to bring populatin growth unde control - it is impossible to stop CO2 emission growth if the population is growing explosive
- the countries must not spend more on military than what is absolutely minimum for self defense (what that is depend on the countries neighbors) - it does not make sense to send money to a country to help with climate change if they spend their own money on military
- the countries must be truly poor aka not have a bunch of dollar billionaires - they should ask the rich in their own country for help before asking other countries for help
Maybe I am cynical, but I think with those criteria then the 300 B$ per year will be more than enough for the eligeble countries.
