Effective development does not depend on using latest and greatest agile methodology. Effective development depend on hiring good developer and allowing them to do their work without a flood of interruptions.
I remember 24 years ago when I was in the US working on a project in Denmark and ran into someone I knew that was working on a project in France. His project was bogged down in bureaucrazy, so he said that the project team had started calling themselves meeting engineers instead of software engineers.
