CockroachDB changes license again

If I have understood it correctly then:

until 2019 it was open source under Apache license
from 2019 to now they had a free core version that prohibited SaaS offerings + a pay enterprise version with extra features and no restriction on SaaS offerings
now they want to move to a model with a free enterprise version for non-commercial usage and commercial usage up to 10 M$ annual revenue + a pay enterprise version with no restrictions

which means that companies running CockroachDB and have more than 10 M$ in annual revenue now have to pay.
