I agree that if a well supported DSL exist, then it makes sense to use that over a general purpose language.
But I don't buy that Cobol is a DSL. I have heard the argument made before, but I think it is BS. Cobol is targetting a very broad market of "business applications". That is too broad to satisfy the DS part.
And there are plenty of newer languages with a strong focus on that market. Java and C# being two of the most obvious.
