The argument is that AI will recommend the most widely used frameworks/technologies and that will make it more difficult to introduce new frameworks/technologies. So AI may slow down innovation and keep software development in a self sustaining confirmation loop.
I consider it very plausible that the mechanism will have some impact. I am more skeptical that it will be the decisive factor. Hopefully framework/technology decisions will still be mostly made by developers/architects not by AI.
