Meta's board are solely responsible for Meta CxO's bonus plans. If they think bonusses should be increased from 75% to 200% of base salary, then they must believe that is in the companys best interest.
But the signal to employees is not good. Layoffs and executive bonuses going up will have a negative impact on employee satisfaction.
