The plan is:

• layoffs to reduce operating cost
• investment pause to reduce capital cost
• move foundries to a subsidiary to attract external investors to reduce capital cost
• US government subsidies for manufactoring within the US
• new AI chips for Amazon

Cost cutting may be necessary, but it is rarely sufficient for a turnaround.
