This is totally crazy.
It is fair to discuss who should have access to systems, what background checks should be done before access is granted, whether it should be readonly or read and write access to data and what data can be copied to other systems.
But to panic over PuTTY being approved as tool is crazy. If access is granted then a tool for access is needed. And PuTTY is the most common tool for access to systems.
And it raise some concerns about the department. If those "career employees" has so little understanding of IT and do not consider it relevant to consult someone that know about IT before giving their opinion about an IT topic, then I suspect a lot of other bad decisions are happening there.
