It makes sense to me.
It is unacceptable if someone get an insurance claim denied and when they ask for justification the answer is "the computer said so". The computer (AI) can suggest decision, help find precedents, suggest wording etc., but at the end a real living human need to verify that it is all OK and make the final decision.
