I don't have aproblem with the actual content - it is sort of common sense. And it does not impact the small startups as it applies to AI's costing more than 100 M$ - if you have 100 M$ then you can affort to test it.

My problem is that this look like something trying to prevent SkyNet, where the actual problems are entirely different, so politicians not understanding AI are trying to impress voters not understanding AI with irrelevant legislation.

My requirements to AI would be:

• decisions made by AI must always be possible to appeal to a living person
• the owner/operator of the AI must be able to explain the reason behind decisions made by AI
• mandatory safety test if controlling something (cars, airplanes, traffic light, power plants etc.)

But that is just me.
