Let us start by noting that US killing people without a trial is not new. US drones have been targetting terrorists across the globe for decades.
But I think Rand Paul has a valid point. Is the information about those boats reliable enough to order a strike? And even if they are drug smugglers that are smuggling drugs from Venezuele to some caribian island where it *may* later be transported to the US - is that enough justification for a military strike?
