USSR and later Russia dominated chess for decades after WW II.
They were so dominant that FIDE had to add a rule that there could not be more than 5 out of 8 participants from a single country in the candidate tournament (the tournament deciding who to challenge the world champion) to prevent USSR to take more than 5 spots. The rule were used in both 1948 and 1964 to prevent it from being respectively 6 and 7 from USSR.
Now there are nobody from Russia in top 10 on the rating list. The chess world has changed.
(note that the old USSR actually have one in top 10 as number 7 is from Uzbekistan)
