It makes perfectly sense to me. There is a political determined cap on number of H1B visas. There are more applicants than can be met due to cap. Obviously it makes economic sense to grant visas to those that will contribute the most to the economy. The salary to be paid is probably a reasonable good proxy for that value.
I would make it even more stringent. Take the list of applications, normalize their salary to adjust for different price level in different states, pick the top N. That makes sense to me.
