I think the author is misusing the term "vibe coding". Vibe coding in my view is when non-programmers or beginner-programmers ask an AI to generate an entire application without understanding any of the code.
The author has found some issues in a web framework (that happens to be Rust based).
There is no indication of the code being AI generated, so not vibe coding.
The problems are not unique - they must have been seen many times before, so it is not even super bad software engineering.
In reality it was a web framework with a few problems. Happens all the time. Maybe the project team was a bit reluctant to fix. Happens all the time too.
So my takeaway is more that software engineering is hard. :-)
