I consider it a weird requirement. If you hire a carpenter to fix your roof, then you are interested in the price and the quality of the materials used for the work - you do not ask how the company is run. Similar I think NSF should focus on how much money they will give and what work will be done for that money - not focus on how the entity is run. Obviously it is fair to ask and verify that both a carpenter and a NSF grant receiver operate legally. But whether they have a DEI section in the employee handbook and whether they have DEI training courses for their employees must be the company's decision - how do they think they best can deliver to customers.
